The most common error on this tariff line is assuming the azo-dye testing exemption covers the full PSIC requirement. The country-of-origin exemption applies to azo-dye testing alone; composition and hazardous-substance parameters remain subject to PSIC compliance regardless of origin. A consignment arriving without a valid PSIC from a non-exempt country is liable to detention at the port of import pending production of the certificate.
