Plain weave cotton fabric mixed with man-made fibres
HSN 5211 41 90 (woven cotton fabric, plain weave, mixed mainly with man-made fibres, over 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy.

The most common error on this tariff line is assuming the azo-dye testing exemption covers the full PSIC requirement. The country-of-origin exemption applies to azo-dye testing alone; composition and hazardous-substance parameters remain subject to PSIC compliance regardless of origin. A consignment arriving without a valid PSIC from a non-exempt country is liable to detention at the port of import pending production of the certificate.
