Woven cotton parachute fabrics mixed with man-made fibres
HSN 5211 41 70 (Parachute fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, per General Note 10 of the ITC (HS) policy.

- 2If the consignment originates from a country outside the azo-dye-testing-exempt list, the PSIC is mandatory without exception. The most common error on this tariff line is assuming the azo-dye exemption for listed countries removes the PSIC requirement entirely. The exemption applies only to the azo-dye testing component; a PSIC from an accredited laboratory or a TC/CSRTI test report covering other hazardous dye parameters remains mandatory for all origins. Absence of the PSIC at the bill-of-entry stage exposes the consignment to detention and ground rent pending rectification.
