    If the consignment originates from a country outside the azo-dye-testing-exempt list, the PSIC is mandatory without exception. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; all other composition and regulatory requirements of the PSIC remain applicable.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries removes the PSIC requirement entirely. The exemption applies only to the azo-dye testing component; a PSIC from an accredited laboratory or a TC/CSRTI test report covering other hazardous dye parameters remains mandatory for all origins. Absence of the PSIC at the bill-of-entry stage exposes the consignment to detention and ground rent pending rectification.
