HSN 5211 41 50 (Flannelette) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous azo dyes. Imports originating outside the exempt-country list must comply with General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14 June 2023.

The single most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to all certification requirements — it does not. The exemption covers only the azo-dye component of the PSIC; other hazardous-dye parameters remain testable, and a certificate that tests only for azo dyes may still be challenged at the bill of entry for an origin outside the exempt list. Confirm with the accredited laboratory that the test scope matches the full prohibited-dye schedule before despatch.
