DGFT CLEARANCE

HSN 5211 41 40 (Suitings) is subject to ITC (HS) import-policy controls administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) Import Policy. Compliance steps
  1. 1

  2. 2
If the origin country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, the PSIC for composition, weight, and other textile parameters remains required at the bill-of-entry stage.

A word of counsel

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye test component; a PSIC or valid TC/CSRTI test report covering other mandatory parameters remains obligatory for all origins, and consignments arriving without any PSIC are detained at port pending document production.

Frequently asked
Does HSN 5211 41 40 require BIS certification?
No, woven cotton suiting fabrics are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 certifying the absence of prohibited hazardous azo dyes.
Is a PSIC required for suitings imported from the European Union?
The azo-dye testing component is exempted for EU-origin imports per DGFT Public Notice 14/2023, but a PSIC or valid test report from a Textile Committee or CSRTI laboratory covering other textile parameters is still required at the bill of entry.
What happens if the consignment arrives without a valid PSIC or test report?
Customs will withhold out-of-charge clearance and the consignment is detained at port, attracting demurrage and ground rent until a compliant PSIC or TC/CSRTI test report is produced or the goods are re-exported.
