HSN 5211 41 10 (Bleeding Madras) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile article imports require a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming that the azo-dye testing exemption extends to any origin not explicitly listed. The exemption is exhaustive: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A consignment from any unlisted origin arriving without a PSIC is liable to detention at port pending production of the certificate, and demurrage and ground rent accumulate while the document deficiency is remedied.
