DGFT CLEARANCE

HSN 5211 41 10 (Bleeding Madras) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile article imports require a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

Compliance steps
  1. 1

  2. 2
Upload the PSIC or test report in e-Sanchit at the bill of entry stage. Note that the azo-dye testing exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must provide a compliant PSIC.

A word of counsel

The single most common error on this tariff line is assuming that the azo-dye testing exemption extends to any origin not explicitly listed. The exemption is exhaustive: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A consignment from any unlisted origin arriving without a PSIC is liable to detention at port pending production of the certificate, and demurrage and ground rent accumulate while the document deficiency is remedied.

Frequently asked
Does HSN 5211 41 10 require BIS certification?
No, plain weave cotton fabrics including Bleeding Madras are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with the mandatory PSIC requirement for hazardous azo-dye absence under General Note 10.
Can the PSIC be replaced by a test report from an Indian laboratory?
The PSIC must come from an accredited laboratory of the exporting country; alternatively, a valid test report from the Textile Committee or CSRTI is accepted. A test report from an unaccredited or unlisted domestic laboratory does not satisfy the General Note 10 requirement.
Does the azo-dye exemption for listed countries remove all PSIC obligations?
The exemption covers only the azo-dye testing component for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; compliance with other PSIC parameters and the General Note 10 policy condition still applies to those origins.
