The most common error on this tariff line is assuming the azo-dye PSIC requirement is a blanket export-country formality that can be sourced after shipment. The PSIC must be issued by an accredited laboratory of the exporting country before dispatch; a certificate obtained post-shipment or from an unaccredited laboratory does not satisfy General Note 10, and the consignment is liable to detention at the port of import pending a compliant certificate.
