The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all origins because the product is a commodity fabric. The exemption is confined to nine specified countries; importers sourcing from any other origin — including major textile-exporting economies such as China, Bangladesh, Vietnam or Turkey — must present a valid PSIC or Textile Committee test report at the bill of entry. A missing or non-accredited PSIC results in consignment detention and accruing demurrage until conforming documentation is produced.
