Plain weave flannellette fabric of cotton and man-made fibres
HSN 5211 31 40 (Flannellette) is subject to import policy controls administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Import Policy. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory for consignments from all origins except nine named exempt countries.

The single most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing dispenses with all PSIC requirements. The exemption covers only the test for azo dyes; other compositional and hazardous-dye parameters under General Note 10 remain in force regardless of origin. A consignment arriving without a compliant PSIC or TC/CSRTI test report is liable to detention at the port of import pending documentary compliance.
