Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, confirming the absence of prohibited hazardous azo dyes. This requirement applies to all origins except the nine exempt countries.

  2. 2
Confirm whether the country of origin falls within the azo-dye testing exemption list before placement of the purchase order. The exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; consignments from all other origins must carry the PSIC at the bill of entry.

A word of counsel

The single most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing dispenses with all PSIC requirements. The exemption covers only the test for azo dyes; other compositional and hazardous-dye parameters under General Note 10 remain in force regardless of origin. A consignment arriving without a compliant PSIC or TC/CSRTI test report is liable to detention at the port of import pending documentary compliance.

Frequently asked
Does HSN 5211 31 40 require BIS certification?
No, flannellette woven fabric is not covered by any BIS Quality Control Order. Import is governed by the Directorate General of Foreign Trade under General Note 10 of the ITC (HS) Import Policy, which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes.
Which countries are exempt from azo-dye testing for this tariff line?
The EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing per DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must supply a PSIC from an accredited laboratory or a valid TC or CSRTI test report.
Can an importer substitute the PSIC with a test report obtained after arrival of the consignment?
No. General Note 10 of the ITC (HS) Import Policy requires the Pre-Shipment Inspection Certificate or TC/CSRTI test report to be presented at the bill-of-entry stage; post-arrival testing does not satisfy the pre-shipment compliance condition and exposes the consignment to detention and demurrage.
