HSN 5211 31 20 (Canvas including duck, of carded or combed yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. No sectoral PGA licence applies, but the PSIC condition is a binding customs-entry requirement for textile imports from most origins.

The exemption from azo-dye testing is origin-specific and narrow — it applies only to the nine listed countries and covers azo-dye testing alone; all other PSIC parameters (composition, weight, construction) remain required even for exempt origins. Importers sourcing from non-listed countries who present a test report from a non-accredited domestic laboratory in place of an exporting-country accredited-lab PSIC risk consignment detention at the port of entry pending submission of a compliant certificate.
