Bleached woven cotton fabric mixed with man-made fibres
HSN 5211 20 99 (bleached woven cotton-blend fabric weighing more than 200 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates Pre-Shipment Inspection Certification for the absence of prohibited azo dyes under General Note 10. An exemption from azo-dye testing applies only to imports originating from specified countries.

The single most common error on this tariff line is assuming the azo-dye testing exemption is universal. The exemption is origin-specific and confined to nine named territories; a fabric sourced from any other country — including countries that are close trading partners — requires a PSIC from an accredited laboratory of the exporting country, and arriving without it at the port of entry results in consignment detention pending compliance.
