Dedsuti, dosuti, ceretonnes and osamburge
Bleached cotton woven fabrics mixed with man-made fibres
HSN 5211 20 92 (Dedsuti, dosuti, ceretonnes and osamburge) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10. The azo-dye testing requirement applies to all origins except the nine exempted countries listed in DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes, unless the consignment originates from one of the nine exempt countries: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the test report and Pre-Shipment Inspection Certificate in e-Sanchit before filing the bill of entry. Consignments from non-exempt origins presented without a valid azo-dye test report are liable to detention at the port pending compliance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends to origins beyond the nine named countries. The exemption is country-specific and exhaustive — any origin not expressly listed in General Note 10 as read with DGFT Public Notice 14/2023 requires a valid Pre-Shipment Inspection Certificate; absence of that certificate at the bill-of-entry stage results in port detention and demurrage while remedial documentation is arranged.
