    Confirm the country of origin before filing the bill of entry. If the exporting country falls within the nine exempted territories, document the origin clearly on the commercial invoice and bill of lading; if outside that list, the PSIC must be uploaded in e-Sanchit before customs out-of-charge is granted.

The most common error on this tariff line is assuming the azo-dye exemption extends to all developed-country origins. The exempted list is closed and specific — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A consignment from any other origin, including from a country widely regarded as a compliant textile exporter, arriving without a valid PSIC will be detained at the port of import pending documentary compliance.
