The most common error on this tariff line is assuming the azo-dye testing exemption is broader than it is: only the nine named origins are exempt, and all other supplying countries require a PSIC from an accredited laboratory regardless of the fabric's end use or value. A consignment arriving from a non-exempt origin without the certificate faces detention and potential re-export; the exemption cannot be claimed on the basis that an intermediary exporting country is on the exempt list if the goods originated elsewhere.
