Cotton-blend twill woven fabrics, heavy weight (3-thread, 4-thread)
HSN 5211 12 90 (cotton-blend 3- or 4-thread twill fabric weighing more than 200 g/m²) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, with a country-specific exemption for nine named origins.

The exemption from azo-dye testing is strictly country-of-origin specific and covers nine named countries only; transshipment through an exempt country does not transfer the exemption to goods originating elsewhere. Importers sourcing from non-exempt origins who rely on a certificate issued in an exempt country — rather than by an accredited laboratory of the actual country of manufacture — face consignment detention and potential confiscation for misdeclaration of origin.
