Plain weave cotton-blend woven fabrics, heavy weight
HSN 5211 11 90 (plain weave cotton-blend woven fabrics weighing more than 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, with a country-specific exemption for nine named origins.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous azo dyes before shipment. Consignments from origins other than the nine named exempt countries must accompany this certificate at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of origin against the azo-dye testing exemption list. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only are exempt from azo-dye testing; all other origins must present the accredited test report or PSIC at the time of customs clearance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine named countries. An importer sourcing from, for example, Bangladesh, China, or Vietnam has no exemption — a consignment arriving without an accredited PSIC or azo-dye test report is liable to detention at port pending re-testing or re-export, with demurrage and ground rent accruing throughout.
