Zari bordered saree, cotton-blend woven fabric
HSN 5210 59 10 (Zari bordered saree) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry at the port of import.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If importing from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or United Kingdom, the azo-dye testing requirement is waived; document the origin of the consignment clearly on the bill of entry to claim the exemption. For all other origins, the PSIC is mandatory without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing extends to third-country transshipments or to goods manufactured in an exempt country but exported via a non-exempt intermediary country. The exemption attaches to the country of origin as declared on the bill of entry, not to the port of export; a mismatch between the declared origin and the accredited-lab jurisdiction will result in consignment detention pending production of a conforming PSIC.
