Plain weave cotton fabric mixed with man-made fibres
HSN 5210 51 90 (plain weave cotton-blend fabric) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers must obtain this certificate from an accredited laboratory in the exporting country, or a valid test report from the Textile Committee or CSRTI, before filing the bill of entry.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly. It is restricted to nine named origins only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and no other country qualifies. A PSIC from an unaccredited laboratory, or a test report that does not specifically address the listed prohibited dyes, is treated as non-compliant, and the consignment faces detention and potential re-export at the importer's cost.
