Cotton-blend plain weave poplin and broad fabrics
HSN 5210 51 40 (Poplin and broad fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must originate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly. The exemption is strictly origin-specific — only the nine listed countries qualify — and a PSIC from a non-accredited laboratory, even for an exempt origin, does not satisfy General Note 10. Consignments arriving without a compliant PSIC from any non-exempt origin are liable to detention and demurrage pending rectification, which is not available for a missing pre-shipment document.
