HSN 5210 51 30 (Saree) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify the absence of prohibited hazardous azo dyes. This requirement applies under General Note 10 of the ITC (HS) policy for all textile and textile article imports, with a country-specific exemption for nine named jurisdictions.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before shipment.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the origin of the consignment before filing the bill of entry. Azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other countries must carry the PSIC or valid TC/CSRTI test report.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the supplier is a recognised exporting country — the exemption list is closed at nine named jurisdictions and does not extend to countries merely aligned with those regimes or transiting through exempt-origin ports. A saree consignment originating in a non-exempt country but transhipped via an exempt country retains the PSIC obligation; absence of a valid test report at the bill of entry results in consignment detention pending laboratory verification.
