A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly: it covers only nine named origins (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom), and consignments from any other country arriving without a valid PSIC or TC/CSRTI test report are detained at the port of entry pending documentary compliance. The PSIC must be issued by an accredited laboratory of the exporting country; a laboratory accreditation from a third country does not satisfy this requirement.
