Plain weave cotton-blend fabrics, under 200 g/m2
HSN 5210 41 90 (plain weave cotton-blend fabrics weighing not more than 200 g/m2) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. The PSIC must be issued by an accredited laboratory of the exporting country or by the Textile Committee or CSRTI.

The most frequent error on this tariff line is assuming the azo-dye exemption applies to all origins because a major supplier country is exempt. The exemption list is fixed and country-specific; a single consignment from a non-listed origin without a compliant PSIC will be detained at the port of import, and rectification after arrival does not cure the deficiency — the certificate must pre-date shipment.
