HSN 5210 41 60 (Saree) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI to certify the absence of prohibited hazardous dyes. The most common error on this tariff line is assuming that the azo-dye exemption for the nine listed countries extends to all testing requirements under General Note 10. The exemption covers only the azo-dye test; all other prohibited hazardous dye parameters remain subject to PSIC or TC/CSRTI certification even for EU and other exempt-origin consignments. Presenting a certificate that addresses azo dyes alone but omits the full hazardous-dye panel will result in detention at the port of entry.
