Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous dyes. This document must accompany the bill of entry for all origins not covered by the azo-dye testing exemption.

  2. 2
Verify whether the country of origin is among the nine exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom — for which azo-dye testing is waived. For all other origins, the PSIC or TC/CSRTI test report confirming absence of azo dyes is mandatory before customs out-of-charge.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for the nine listed countries extends to all testing requirements under General Note 10. The exemption covers only the azo-dye test; all other prohibited hazardous dye parameters remain subject to PSIC or TC/CSRTI certification even for EU and other exempt-origin consignments. Presenting a certificate that addresses azo dyes alone but omits the full hazardous-dye panel will result in detention at the port of entry.

Frequently asked
Does HSN 5210 41 60 require BIS certification?
No, plain-weave cotton sarees mixed with man-made fibres are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 covering hazardous dye absence.
Is a PSIC required for sarees imported from European Union member states?
Azo-dye testing is waived for imports from the EU, but a PSIC or valid TC/CSRTI test report for other prohibited hazardous dyes under General Note 10 remains mandatory; the exemption is dye-parameter-specific, not a blanket waiver of the PSIC requirement.
Which laboratory can issue the test report in lieu of a PSIC?
A valid test report from the Textile Committee (TC) or the Central Sheep and Wool Research Institute (CSRTI) is accepted in place of a PSIC from an accredited laboratory of the exporting country, per DGFT Public Notice 14/2023 dated 14-06-2023.
