HSN 5210 41 40 (Suitings) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering hazardous azo-dye absence under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or by the Textile Committee or CSRTI, with azo-dye testing exempted only for imports originating from nine specified countries.

The most common error on this tariff line is assuming that the azo-dye exemption for specified countries eliminates the PSIC requirement entirely. The exemption is limited strictly to azo-dye testing; the PSIC covering other hazardous-dye parameters remains mandatory regardless of origin. Presenting a certificate that omits non-azo hazardous-dye parameters is treated as a non-compliant document, exposing the consignment to detention and ground rent pending a conforming test report.
