The most common error on this tariff line is assuming the azo-dye exemption for listed countries dispenses with the PSIC requirement entirely. The exemption covers azo-dye testing only; a PSIC certifying absence of other prohibited hazardous dyes from an accredited laboratory remains mandatory for every origin, including the nine exempt countries. Consignments arriving without any PSIC are liable to detention at the port of import pending production of the certificate.
