HSN 5210 41 10 (Bleeding Madras) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI before filing the bill of entry.

The country-of-origin exemption from azo-dye testing applies to the nine listed countries only — it does not extend to goods transshipped through those countries or to goods of mixed origin. A consignment produced outside the exempt list but routed through an exempt country remains subject to the full PSIC requirement, and presentation of a transshipment port certificate in lieu of a laboratory test report will result in detention and potential confiscation of the fabric at the port of import.
