Zari bordered saree
Zari bordered saree, cotton-blend woven fabric
HSN 5210 39 10 (Zari bordered saree) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or replaced by a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Import declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), confirming the absence of prohibited hazardous azo dyes before the bill of entry is filed.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of origin against the azo-dye testing exemption list — imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from the azo-dye test only; the PSIC for other compositional parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the country-of-origin exemption as a blanket waiver from all pre-shipment inspection requirements. The azo-dye testing exemption for the nine listed countries applies only to the azo-dye parameter; a PSIC or valid test report addressing other prohibited hazardous dyes remains mandatory regardless of origin. Presenting a certificate that is silent on non-azo hazardous dyes exposes the consignment to detention and re-testing at the port of import.
