Cotton-blend twill fabrics, 3-thread or 4-thread weave
HSN 5210 32 90 (cotton-blend 3-thread or 4-thread twill fabric) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. DGFT Public Notice 14/2023 and General Note 10 of the ITC (HS) policy govern the testing and exemption framework.

The exemption from azo-dye testing is country-of-origin specific, not supplier specific: a garment or fabric sourced from an exempt-country vendor but manufactured or processed in a non-exempt country does not qualify. Presenting an incomplete or lab-uncertified test report — or assuming exemption on the basis of the exporter's nationality rather than the country of manufacture — results in consignment detention at the port of entry until a compliant PSIC is produced.
