The exemption from azo-dye testing is country-of-origin specific, not supplier specific: a garment or fabric sourced from an exempt-country vendor but manufactured or processed in a non-exempt country does not qualify. Presenting an incomplete or lab-uncertified test report — or assuming exemption on the basis of the exporter's nationality rather than the country of manufacture — results in consignment detention at the port of entry until a compliant PSIC is produced.
