DGFT CLEARANCE

HSN 5210 32 20 (Shirting fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI must accompany the consignment.

  2. 2
If the origin country is not among the azo-dye-testing-exempt nations — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom — ensure the PSIC explicitly covers azo-dye testing. Consignments from all other origins without a conforming PSIC are liable to detention at the port of import.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all PSIC requirements — it does not. The testing exemption covers only the azo-dye parameter; a PSIC or valid TC/CSRTI test report confirming absence of other prohibited hazardous dyes remains required for all origins, including the nine exempt countries. A consignment arriving without any PSIC documentation is detained regardless of origin.
