Plain weave cotton fabric mixed with man-made fibres
HSN 5210 31 90 (woven cotton fabric, plain weave, below 85% cotton, mixed with man-made fibres, not more than 200 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, as mandated under General Note 10 of the ITC (HS) Import Policy.

The most common error on this tariff line is assuming that a general fabric test report covers the azo-dye requirement when it does not name the specific prohibited dyes listed under General Note 10. A PSIC that tests for composition and physical properties but omits azo-dye analysis will not satisfy the ITC (HS) policy condition, resulting in consignment detention pending a fresh laboratory report — incurring demurrage and ground rent at the port of import.
