The most common error on this tariff line is assuming the azo-dye testing exemption extends to any country with equivalent textile-safety standards or a bilateral trade arrangement — it does not. The exemption list is closed and exhaustive: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A consignment arriving from an unlisted origin without a valid PSIC or TC/CSRTI test report faces detention at the port of import pending production of the required certificate.
