HSN 5210 31 60 (Voils) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Testing exemptions for azo dyes apply only to imports originating from specified countries; all other origins must present a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to any country with equivalent textile-safety standards or a bilateral trade arrangement — it does not. The exemption list is closed and exhaustive: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A consignment arriving from an unlisted origin without a valid PSIC or TC/CSRTI test report faces detention at the port of import pending production of the required certificate.
