HSN 5210 31 50 (Saree) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The most frequent error on this tariff line is assuming the azo-dye exemption covers all textile parameters tested under the PSIC. The exemption under General Note 10 is strictly limited to azo-dye testing for the nine listed countries; all other PSIC parameters — including presence of other prohibited hazardous dyes — remain mandatory regardless of the exporting country. Consignments arriving without a compliant PSIC face detention and demurrage at the port of import pending documentary cure.
