Cotton poplin and broad fabrics mixed with man-made fibres
HSN 5210 31 40 (Poplin and broad fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or replaced by a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins. The exemption is limited to nine named countries; consignments from any other origin arriving without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import pending re-testing or re-export, with demurrage and ground rent accruing against the importer.
