A word of counsel

The most frequent error on this tariff line is assuming the azo-dye exemption applies to the country of export rather than the country of origin. A consignment manufactured outside the nine exempt countries but transshipped through, say, a European hub does not qualify for the exemption; the PSIC must reflect the actual country of manufacture. Presenting a transshipment-origin certificate in place of a manufacturer-origin PSIC results in consignment detention pending re-documentation.
