Cotton-blend woven fabrics, unbleached or coloured (lightweight)
HSN 5210 29 90 (other woven cotton-blend fabrics weighing not more than 200 g/m²) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate from an accredited laboratory certifying the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, subject to country-specific exemptions.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing eliminates the Pre-Shipment Inspection Certificate requirement entirely. The exemption applies only to azo-dye testing; other applicable parameters under General Note 10 are not waived by origin. Consignments from non-exempt origins that arrive without a valid PSIC are detained at the port of entry pending compliance, attracting demurrage and ground rent.
