Plain weave cotton-blend woven fabrics, lightweight
HSN 5210 21 90 (plain weave cotton-blend woven fabric weighing not more than 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, with a country-of-origin exemption applying to select trading partners.
- Pre-Shipment Inspection Certificate from accredited lab
- Azo-dye test report from exporter
- 1Unless the consignment originates from an exempt country, procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes before shipment.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; retain origin documentation at the bill of entry to demonstrate eligibility for the exemption under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends to all origins. The exemption is strictly limited to the nine listed countries; consignments from any other origin presented without a valid PSIC or accredited test report are liable to detention at port and refusal of out-of-charge until compliant documentation is produced.
