HSN 5210 21 50 (Voile) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that any European or Asia-Pacific origin qualifies for the azo-dye testing exemption. The exemption is exhaustive and limited to nine named countries: EU member states collectively, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Imports from all other origins — including other Asian or African countries — require a valid Pre-Shipment Inspection Certificate, and absence of that certificate at the bill of entry can result in consignment detention.
