The most common error on this tariff line is assuming the azo-dye exemption applies universally because the product originates from a major textile-exporting country. The exemption list is closed — nine jurisdictions only — and imports from any country outside that list without a valid Pre-Shipment Inspection Certificate will be detained at the port of entry, accruing demurrage and ground rent until the required certificate is produced or the consignment is re-exported.
