Plain weave cotton shirting fabrics, mixed with man-made fibres
HSN 5210 21 10 (Shirting fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement is exempted for imports from specified countries only.

The most common error on this tariff line is assuming that country-of-manufacture exemption equals a blanket exemption from all textile-related documentation. The azo-dye testing exemption covers only the nine listed countries; consignments from any other origin — including transit origins — without a valid PSIC are liable to detention and demurrage at the port of entry until compliant documentation is produced.
