Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
Confirm the origin of the consignment before filing the bill of entry. If the exporting country is not among the nine exempt origins, ensure the PSIC or accredited test report is uploaded in e-Sanchit prior to out-of-charge. Imports from non-exempt origins arriving without this documentation are liable to detention.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all developed-country origins. The exemption is a closed list of nine countries only: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Imports from any other origin — including countries with comparable dye standards — that arrive without a PSIC or accredited test report will be detained at the port pending documentation, attracting demurrage and ground rent.

Which countries are exempt from the azo-dye testing requirement for this tariff line?
