HSN 5210 19 00 (Other fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering azo-dye absence under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all origins except the enumerated exempt countries.

The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all developed-country origins. The exemption is a closed list of nine countries only: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Imports from any other origin — including countries with comparable dye standards — that arrive without a PSIC or accredited test report will be detained at the port pending documentation, attracting demurrage and ground rent.
