HSN 5210 11 90 (plain weave cotton-blend woven fabric) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from most origins require testing by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming that the azo-dye testing exemption for the listed nine countries extends to all documentation requirements — it does not; the exemption covers azo-dye testing only, and any other PSIC parameters or labelling obligations under the textile import policy continue to apply. Importers from non-exempt origins who discover a missing PSIC after vessel departure face port detention until compliant documentation is produced.
