  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Upload this document in e-Sanchit at the bill of entry before out-of-charge.

  2. 2
Confirm the country of origin before dispatch. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry a compliant PSIC or test report or face detention at the port of import.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries also waives the PSIC requirement entirely. The exemption applies only to the azo-dye testing component; if the accredited-lab certificate covers additional prohibited dyes or hazardous substances beyond azo dyes, that scope remains required regardless of origin. An absent or scope-incomplete PSIC at the bill-of-entry stage will result in consignment detention and demurrage accumulation pending production of a compliant document.
