The most common error on this tariff line is assuming the country-of-origin azo-dye exemption extends to transshipment origins or to goods where only the exporter — not the manufacturer — is based in an exempt country. The exemption applies to the country of manufacture; a consignment routed through an exempt country but woven elsewhere remains subject to the full PSIC requirement, and arrival without a valid test report results in consignment detention pending re-testing or re-export.
