HSN 5209 52 90 (cotton twill woven fabric weighing more than 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most frequent error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver of the Pre-Shipment Inspection Certificate. The exemption covers only the azo-dye test component; a PSIC or TC/CSRTI test report confirming compliance with the broader hazardous-dye prohibition under General Note 10 is still required for all origins, including the nine exempt countries. A consignment arriving without any PSIC is liable to detention pending documentary compliance.
