Plain weave cotton fabric, heavy weight, printed or dyed
HSN 5209 51 90 (plain weave cotton fabric, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before shipment.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of export qualifies for the azo-dye testing exemption. Testing is waived only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must submit the PSIC or TC/CSRTI test report at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the supplier is a reputable exporter. The exemption is country-specific and exhaustive: only the nine listed origins qualify. A consignment from any unlisted country arriving without a PSIC or valid TC/CSRTI test report will be detained at the port of import, attracting demurrage and ground rent pending production of conforming documentation.
