The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption covers only the nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and a PSIC or valid TC/CSRTI test report is non-negotiable for every other origin. Consignments arriving without the requisite certificate from a non-exempt origin are liable to detention at the port of entry pending documentary compliance.
