The most common error on this tariff line is assuming that a commercial test certificate issued by the exporter's in-house laboratory satisfies the PSIC requirement. General Note 10 requires certification from an accredited laboratory of the exporting country or a valid report from a Textile Committee or CSRTI laboratory; an in-house or non-accredited certificate is not acceptable and will attract detention pending re-testing or return of the consignment at the importer's cost.
