HSN 5209 49 90 (heavy woven cotton fabrics, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the azo-dye testing exemption applies globally because major trading partners are listed. The exemption covers nine specified countries only; imports from all other origins — including Bangladesh, China, Vietnam, and Turkey — require a valid PSIC from an accredited laboratory of the exporting country, and a test report obtained domestically after arrival does not satisfy the pre-shipment requirement, exposing the consignment to detention and demurrage.
