HSN 5209 41 90 (plain weave woven cotton fabric, over 200 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends beyond the nine named countries. A consignment from, say, Bangladesh, Vietnam, or China arriving without a PSIC is detained at the port of import pending production of a valid test report; demurrage accrues from the date of arrival and the consignment cannot be given out-of-charge until the document is produced or the goods are re-exported.
