Woven cotton flannelette fabric, plain weave, heavy weight
HSN 5209 41 70 (Flannelette) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most frequent error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The nine exempt origins are an exhaustive list; imports from, for example, Bangladesh, China, Pakistan, or Turkey require a full PSIC regardless of the supplier's quality certifications. A consignment presented without the PSIC from a non-exempt origin will be detained at the port of import pending testing, attracting demurrage and ground rent.
