The most frequent error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The nine exempt origins are an exhaustive list; imports from, for example, Bangladesh, China, Pakistan, or Turkey require a full PSIC regardless of the supplier's quality certifications.
