HSN 5209 41 50 (Seersucker) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Schedule. The most common error on this tariff line is assuming that a general textile test report covers the azo-dye requirement: the PSIC must explicitly certify absence of prohibited hazardous dyes to satisfy General Note 10. A PSIC that is silent on azo dyes — even if otherwise comprehensive — will not satisfy customs verification, resulting in consignment detention pending a fresh test report from TC or CSRTI. The country-of-origin exemption applies to azo-dye testing only; PSIC for other prohibited dyes remains mandatory regardless of origin.
